Political Analyst Declared Persona Non Grata Over Controversial Mindanao Remarks

Political analyst Richard Heydarian has been declared “persona non grata” by the City Council of Isabela City, Basilan, following widespread backlash over his remarks comparing Mindanao's Human Development Index (HDI) to that of sub-Saharan Africa.
The comments, made during an international TV interview, have drawn criticism from local officials, residents, and social media users alike.
Heydarian made the comparison while discussing the continued popularity of former President Rodrigo Duterte in Mindanao. He described the region as "one of the poorest areas of the country," citing grievances against the national government as a factor in Duterte's support base.
Heydarian contrasted Luzon’s HDI—comparable to Southern Europe—with Mindanao’s, which he likened to sub-Saharan Africa. The statement sparked outrage, with many accusing him of perpetuating harmful stereotypes and undermining Mindanao’s progress.
The resolution declaring Heydarian “persona non grata” was authored by Councilor Abner Rodriguez, who condemned the remarks as "derogatory and disparaging."
Rodriguez stated that Heydarian’s comments demonstrated a "profound lack of understanding and respect" for Mindanao and its people. The council emphasized that such comparisons were factually inaccurate and perpetuated negative stereotypes about the region.
“This symbolic gesture expresses our strong disapproval of Mr. Heydarian's remarks,” Rodriguez said in a statement. “It highlights our commitment to upholding the dignity of Mindanao and its people.”
Other Cities Joined Criticism
Cotabato City Mayor Mohammad Ali Matabalao also called for a similar resolution, accusing Heydarian of misrepresenting Mindanao. "We refuse to be defined by condescending narratives," Matabalao said, adding that Heydarian’s remarks reinforced damaging stereotypes rather than promoting inclusive development.
In Cagayan de Oro, Councilor George Goking took a different approach, inviting Heydarian to visit Mindanao to witness its progress firsthand. Goking even offered to pay for Heydarian's travel expenses, stating, “Sometimes small knowledge is very dangerous. Please be careful.”
Amid mounting criticism, Heydarian took to social media to clarify his remarks, claiming they were taken out of context by "fake news peddlers." In a video post, he apologized if his comments offended anyone and explained that he was highlighting regional disparities caused by "imperial Manila’s neglect" of Mindanao.
“I didn’t mean to insult anyone,” Heydarian said. “It was a one-minute explanation about development gaps we need to address.”
The controversy has ignited debates on social media, with responses ranging from outrage to humor. Memes mocking the comparison flooded online platforms, with some sarcastically rebranding Mindanao as part of sub-Saharan Africa.
While Heydarian’s comments have sparked backlash, they have also reignited discussions on addressing regional inequalities in the Philippines. Local leaders continue to stress the importance of respectful discourse and accurate representation when discussing sensitive issues like Mindanao’s development.
